What is the foundational stage in NEP 2020?

The foundational stage is the first stage of India's 5+3+3+4 school structure under NEP 2020. It covers five years for children aged 3 to 8: three years of pre-school, anganwadi or Balvatika, followed by Grades 1 and 2. Learning in this stage is meant to be flexible, multilevel, play-based and activity-based, with a strong focus on foundational literacy and numeracy.

What this means in practice

Before NEP 2020, pre-primary sat outside the formal school structure. Bringing it into a single stage means pre-primary teachers now plan with the same goals as Grade 1 and 2 teachers.

The three goals of the NCF-FS

The National Curriculum Framework for the Foundational Stage (2022) sets three development goals:

  • Children maintain good health and wellbeing
  • Children become effective communicators
  • Children become involved learners and connect with their immediate environment

What it means for teachers

Teachers are expected to use play, stories, toys, songs and conversation; teach in the home language where possible; observe and record progress rather than test; and link with the NIPUN Bharat mission for foundational literacy and numeracy.

Assessment in the foundational stage

NEP 2020 and the NCF-FS move assessment away from tests and report-card marks. Instead, teachers observe children during play and activities, keep samples of their drawings and mark-making, and talk with parents about progress. Assessment is meant to answer what each child can do now and what support they need next, not to rank children. For pre-primary teachers this means building simple habits: a notebook or app for quick observations, a portfolio folder for each child, and descriptive comments in progress reports, such as 'counts five objects accurately' instead of a grade.
